BY-LAWS

 

 

 

ARTICLE 1:  NAME

 

The organization shall be known as the Sam Rayburn Cheerleader Booster Club. SRCBC

 

ARTICLE 2:  JURISDICTION OF THE CLUB

 

This organization shall be under the jurisdiction of the Pasadena Independent School District, in accordance with UIL rules and coordinated by the cheerleading Coach (es) of Sam Rayburn High School.

 

ARTICLE 3:  PURPOSE

 

The purpose of this organization shall be to promote the welfare and objectives of the Sam Rayburn Cheerleading Team, by providing financial assistance through fund-raising projects, to future the operational and educational activities of the Sam Rayburn High School Cheerleading Team, its Coach (es).

 

This organization shall promote a congenial relationship among the membership, cheerleaders, coach (es), school administration, other school organizations and the community in general.

 

This organization shall also provide for social activities and awards that the membership shall suggest and approve, in accordance with UIL rules.

 

ARTICLE 4:  MEMBERSHIP

 

Only parents and legal guardians of the members of the Sam Rayburn High School Cheerleading Team will be members of this organization.  Dues shall be ($10.00) per family per school year unless other wise voted by the executive board.  The membership due entitle each family to attend each scheduled meeting and gives them one vote per family. 

 

ARTICLE 5:  FINANCING

 

Club expenses shall be defrayed by membership dues, donations and contributions.  Projects to raise funds will be voted on by the membership and will be sanctioned by the school administration prior to the event. 

 

ARTICLE 6:  OFFICERS

 

Officers of the organization shall be elected for a period of twelve months from the last membership meeting in April until the last meeting in April of the following year.

 

1.      President

2.      Vice-president 1

3.      Vice-president 2

4.      Vice-president 3

5.      Secretary

6.      Treasurer

7.      Reporter

 

The officers along with the cheerleader coach (es) shall constitute the executive board.

 

The executive board stands as the governing body of the cheerleader booster club.

 

The executive board shall conduct such business as necessary to implement and expedite all actions called for by vote of the club provided it does not interfere with the policies of the Pasadena Independent School District. 

 

No obligation or fund-raising event shall be assumed by any member for said organization without the approval of the executive board.

 

The executive board shall meet as it deems necessary to conduct the day to day business of the club.  All actions taken shall be reported to the general membership monthly.

 

Duties of officers:

 

President:

  1. Presides at all executive board meeting and at all the general and special meetings
  2. Appoints committee chairman as required
  3. Act as ex-officio member of all committees except the nominating committee
  4. Oversees banquet committee

 

Vice–president 1:

 

  1. Assist the President in all matters as required
  2. Assumes responsibilities of the President in the absence of the President or at the President’s request.  In the event of a vacancy in the office of President will assume the role of President
  3. Responsibilities: Football game sales, tryouts, congratulations dinner, summer fund-raisers (May-August) and to coordinate parent pride sales

 

 

 

Vice-president 2:

 

  1. Shall assist the president in all matters as required
  2. Assumes the office of Vice-president 1 in the event of a vacancy in that office
  3. Responsibilities:  Homecoming activities, Competition, Water Parent organization, and Fall fund-raisers ( Sept.- Dec)

 

Vice–president 3:

 

1.      Shall assist the president in all matters as required

2.      Assumes the office of Vice-president 2 in the event of a vacancy of that office

3.      Responsibilities: Burn Baldy,  Banquet, Spring fund-raisers (Jan.-April)

4.      In the event of a vacancy of this office the president shall appoint a new Vice-president 3 from the general membership

 

Secretary:

 

  1. Keeps accurate records of all club meetings.
  2. Handles all necessary correspondence
  3. Notifies all parties of the meetings, special or regular
  4. Keeps a membership list for voting purposes
  5. Keeps a current phone list and e-mail address list; updates it as needed
  6. Takes care of thank you notes
  7. Does  monthly or as needed newsletter via e-mail or mail out to all paid members

 

Treasurer:

 

  1. Is responsible for the collection of all dues from the booster club members.
  2. Is responsible for the receiving, accurate recording and disbursing of all funds, including source and amount.
  3. Submits all bills to the executive board and disburses funds as directed and approved by the executive board.
  4. All checks shall require two signatures Treasurers signature must always be on check and the other signature can be either the Presidents or the 1st Vice-presidents.
  5. Shall co-sign with the President all written contracts and statements of financial obligation of the organization as authorized by the membership.
  6. Shall make a financial report to the club at each meeting and will also make this report available to the school administration,
  7. Books shall be audited by an audit committee to be appointed by the President at the clubs March meeting to present the report at April’s regular meeting.  Report is to be forwarded to school administration.
  8. Upon expiration of his/her office the treasurer shall transfer all properties of the office to the successor..
  9. The president and treasurer shall be authorized to discharge any financial obligations incurred by the club in carrying out a project approved by the membership.
  10. In the event of a vacancy in the office the president will appoint a new treasurer from the general membership.

 

 

REPORTER.

 

1.       Student of the week nomination submitted to Pasadena Citizen.

2.       Submission of important accomplishment to Pasadena citizen and other area newspapers

3.      Work with yearbook coordinator to offer help in acquiring photos and page completion as needed.

4.      Seek out opportunities in school and in community to advertise spirit item sales in community to increase sales.

5.      Work with school web page master sharing information as needed to promote SRHS cheer teams accomplishments.

6.      Responsible for garage sale, car wash and special event information being placed in area newspapers.

7.      Posters for garage sales, car washes and other group sales activities.

8.      SRCBC web site manager.

 

 

ARTICLE 7: SPECIAL COMMITTEES

 

All special committees shall be appointed by the President.

 

 

 

 

ARTICLE 8: MEETINGS

 

Regular meetings of this organization shall be held once a month as announced by the executive board.  Meeting calendar will be set at the first meeting of the new board each May.  Meetings may be called more often as necessary with notification made to membership.  All members shall lend their support to all activities participated in by the organization.  Simple majority of those present is the only requirement to pass a vote.

 

ARTICLE 9: AMENDMENTS

 

The by-laws may be amended by two-thirds vote of all members present, provided that such amendment has been submitted in writing and read at a previous meeting and further provided that the adoption is included as a regular part of the agenda of the meeting.  The adoption of the by-laws and amendments will be subject to review by the Board of Education, Pasadena Independent School District.

 

ARTICLE 10: STANDING RULES

 

1.      The SRCBC shall hold one meeting per month during the school year.

2.      Authorization is given to make disbursement not to exceed $75.00 to meet emergencies as might arrive in conducting the affairs of the club.  The President, Treasurer and or the Coach (es) are authorized to judge the emergency.

3.      In the event of the death of the cheerleader, student, father, mother, brother, or sister, a memorial not to exceed $25.00 will be sent from the club.

4.      The funds of this organization may be spent on any approved budget item or on any other item approved by the executive board or a majority of the membership present at a regular meeting.

5.      If a member, officer, or coach wishes reimbursement for any expense that they have incurred while directly working on or for a booster club event the request must be made in writing with attached receipts within 30 days of completion of such event.

6.      If a member bounces a check with the organization, they will be unable to write another check to the organization.  A check handling fee of $30.00 will be charged.  All future funds received must be in cash or money order

7.      Standing rules maybe amended at any meeting of the club by two-thirds vote of members present.

8.      All SRCBC board members will sign a confidentiality statement to keep all club business confidential.

9.      Final authority of all activities of this organization shall rest in the cheerleader coach (es) as representatives of the Pasadena Independent School District.
